Animal control actions unbelievable

I find it almost unbelievable that the Yuma city animal control can look over your back yard six-foot-high block wall and send you a compliance ticket for your dog not wearing their dog license, and if not taken care of will result in a ticket followed by a fine; I said “almost.” You would think they would be more concerned with the dogs that are running loose or barking continuously or the cats that are multiplying by the thousands (by the way, my dogs are vaccinated and licensed).
