Constitutionalist view on guns

With all of the news articles and letters to the editor flying about recently, I tried to approach this subject from a strictly Constitutionalist viewpoint.

An amendment to the U.S. Constitution:

"Therefore, be it enacted that: All citizens, between the ages of 15 and 45, (this includes women — we have to recognize the 19th Amendment) WILL participate in a weekly drill season at a local high school football field or other appropriate area. The purpose of this drill is to achieve a well-regulated militia for the security of their free state.

"Furthermore: Every citizen so enrolled and notified, shall, within six months thereafter, provide himself with a good musket or firelock, a sufficient bayonet and belt, two spare flints, and a knapsack, a pouch with a box therein to contain not less than 24 cartridges, suited to the bore of his musket or firelock, each cartridge to contain a proper quantity of powder and ball: or with a good rifle, knapsack, shot-pouch and powder-horn, 20 balls suited to the bore of his rifle, and a quarter of a pound of powder; and shall appear, so armed, accoutred and provided, when called out to exercise, or into service, except, that when called out on company days to exercise only, they may appear without a knapsack.

"Be it further enacted: That all weapons except the afore mentioned black powder weapons shall henceforth be the sole provence of the U.S. Armed Forces or locally constituted Police Forces."

I believe this amendment to the U.S. Constitution is fair and should meet all requirements of both sides on this subject.
