Need to fix the ‘why' behind violence

Why is the Obama administration more concerned with how these shootings, in a gun-free zone, are taking place then WHY are they happening? It seems to me if we fix the WHY then there will not be a how, will there? When I went to high school, you would see guns in the windows of pickup trucks and cars, but there were not any type of shootings like there are now. No one was committing the horrendous crimes that are happening now. So what has happened to this country to change that? I would think if we work to find a solution to fix the WHY, then the problem could be solved and honest Americans do not have to pay for what the criminals do. I fail to see how any more gun laws are going to stop criminals from breaking the law. Anyone who watches the news might know there is a lot of gun violence in Mexico and it is against the law for people to own guns or bullets there. I would like to hear Vice President Biden logically explain how more gun laws are going to solve anything except make it safer for a criminal to do business.
