What happened to fire station?

What is it? As I drive by this odd structure known as Yuma Fire Station 1, I wonder what happened. Some adjectives that come to mind are confused, indecisive, hodgepodge and money pit.
I must be in the minority as I've not heard a word of protest over this thing.
