Patrick Goetz

He has been employed with YPIC for 10 years as the education and training manager and the Rapid Response coordinator, working with adults and dislocated workers enrolled in the Workforce Investment Act.
Prior to working at YPIC, Goetz served 28 years in the U.S. Marine Corps as an engineer and logistics officer. He earned his undergraduate degree from City University in Seattle and his master's degree in human resource development from Webster University.
Lorena Zaragoza
Lorena Zaragoza has been promoted to education and training manager at the Yuma Private Industry Council. She can be contacted at 329-0990 or lzaragoza@ypic.com.
Zaragoza has been employed with YPIC for 14 years in various positions. Most recently she worked as the lead career guidance specialist in the Education and Training Department.
Melinda G. Holmes
Melinda G. Holmes, a purchasing specialist for the city of Yuma since October 2010, was recently awarded the certified professional public buyer credential. She is one of less than 9,000 who have earned the certification, awarded by the Universal Public Procurement Certification Council.
Established in 1964, the certification is an outstanding honor for individuals employed in the public procurement profession and is an asset to their specific division of governmental administration. To date, 8,769 procurement professionals have achieved CPPB status.
To become certified, candidates must meet specific criteria established by the UPPCC, including formal education, procurement-related coursework and training, public purchasing experience and functional management experience.
Martha Combs
Martha Combs, who previously worked for Goodwill of Central Arizona and RISE Services, is the new farmworker housing case manager and partner liaison for PPEP Microbusiness & Housing Development Corporation at 731 N. 1st Ave. in San Luis, Ariz. She can be reached at 627-3203 or mcombs@ppep.org.
In her position, Combs will assist migrant and seasonal farmworkers to find temporary and permanent housing in the Yuma County area along with job retention and career counseling.
Combs is pursuing a bachelor's degree in business management with a minor in human resources.
Airport board elects 
new officers
Rob Ingold has been named president of the Yuma County Airport Authority, replacing Bill Gresser. He has been a board member since 2006 and vice president since 2009.
Ingold previously served as president of the Yuma Regional Medical Center board and Arizona Western College Foundation and on a number of other organizations.
Albert Gardner, longtime aviation enthusiast and a member of the airport board since 2007, was named vice president. Other officers include Ron Rice, second vice president; Mikel Smith, treasurer; and Jeanine Rhea, secretary.
New officers for 
contractors group
Felipe Gonzalez, Foxworth-Galbraith, is the 2012 president for Yuma Southwest Contractors Association. He took over the gavel during the organization's annual dinner Jan. 21.
Other new officers are Mike Dahin, Flooring America, vice president; Jedi Teeling, Ram Pipe, treasurer; Yira Hoffmann, Hoffmann Concrete, secretary; and Will Toms, Grey Mountain Construction, past president.
Other board members are Don Wilson, DW Consulting; John Lockard, JWL Construction; John Lines, Lines and Lundgreen; Tim Konecny, Polar Cooling; Albert Espinoza, Big Boy Drywall; and Larry Sullins, JSA Landscaping.
