Sex offender, standoff suspect captured

U.S. marshals have arrested a violent fugitive who fled the country eight years ago, as well as the suspect in a standoff in Somerton last week that ended after three hours when it was determined he was not at the location.

On Wednesday, U.S. marshals from Yuma arrested Ray Douglass, 62, at the U.S. Port of Entry at San Luis, Ariz. He had been wanted in Florida by the Levy County Sheriff's Office for failure to register as a sex offender.

Douglass has an extensive violent history that includes assault, aggravated assault, battery with a weapon and aggravated battery as well as sex offenses. His current charge stems from a conviction which occurred on July 31, 1989, when he brutally raped a woman in Florida.

Douglass received 15 years in state prison for sexual assault and sexual battery. As a result of his conviction, Douglass was required by the state of Florida to register as a sex offender for the remainder of his life.

After completion of his prison sentence, Douglass continued registering until January 2002 when, according to the U.S. Marshals Service, he stopped registering and his whereabouts were unknown.

It was recently determined that Douglass, a U.S. citizen, was residing in San Luis Rio Colorado, Son. Marshals contacted Douglass and coordinated his arrest at the port of entry.

In addition to arresting Douglass, U.S. marshals apprehended Caleb Kinsey, 22, of Somerton, who was wanted out of Arkansas for alleged distribution and delivery of steroids. The Fort Smith Narcotics Unit in Arkansas had an extensive ongoing investigation against him, which included undercover buys.

He had been the subject of a multi-agency stakeout Jan. 26 in Somerton, which ended after about three hours when it was found that he was not inside an apartment in the 100 block of Cactus Street.

Kinsey is suspected of dealing in large quantities of steroids and in possession of multiple weapons, such as a .308-caliber rifle and a .40-caliber semi-auto handgun while also under the influence of the drug. U.S. marshals discovered Kinsey had fled to Tijuana. Deputies have since arrested Kinsey at the San Ysidro port of entry in San Diego, where he awaits extradition to Arkansas.
