APS surcharge is unbelievable

On Wednesday, a Yuma Sun article regarding APS states plans to introduce a new surcharge to cover fixed rates. This surcharge is to allow APS to recover money lost in the form of savings to their customers — customers, who went the extra distance to buy energy-efficient light bulbs, energy-efficient appliances, invest in solar panels, all in the name of saving or conserving energy, only to see those savings taken away because APS won’t cover the cost of fixed rates which could and should be covered by APS.
Should surcharges be passed on to the consumers? For that matter, are surcharges legal? More so, do we have to pay them when they don’t directly apply to the services used by consumers?
Am I missing something? Help!
