What's so hard about health care?

I would like President Obama to please explain to me, and the American people, what is so difficult in finding a health care plan for Americans.
During his campaign to be president, he said that if elected, everyone would have the same health care as members of Congress have.
Since I voted for Obama, I would like to know when he is going to put this in effect.
I am eagerly awaiting his answer.
