Why can't police stop cemetery thefts?

I visit my family's gravesites daily at the Desert Lawn cemetery, which is located directly across the street from the Yuma Police Department, and my family is in the first row directly in front of the parking lot facing 1st Avenue.

In the past months, numerous solar lights we have left there have been stolen, which is enough to light up a very large yard. Now they have resorted to stealing the bronze cups that hold the flowers we leave there.

Growing up in the vicinity just south of the cemetery, I have done my own investigation and come to find out that they are being taken down to Mexico and sold for scrap metal.

Needless to say, this is all happening right in front of the $18.3 million YPD facility that we are still paying for, that probably has cameras pointed right on the cemetery, yet they cannot find the people who are doing this. I know they know, because the cemetery manager told us to fill out a police report before they will replace them.

But yet they are so busy over there that they won't take the time to review the recorded video to catch them in the act. I'm asking Yuma's finest to please help in stopping these low-lifes from doing it again.
