Couldn't Congress have thwarted Bush?

The current administration is still trying to blame the Bush administration for all of its problems and lack of success.
No one seems to remember that Barack Obama's last two years before becoming president was as part of a majority Democrat Congress.
Wasn't that Congress a strong enough liberal one to override a veto by President Bush if it chose to use it?
