Use elevator music to reduce loitering
After the shooting that occurred at the Yuma Palms Regional Center, I realized that there were a few things that could be done in order to solve the issue of excessive loitering in the evening hours.
The most obvious solution to loitering would be to add additional security to the property. However, the second solution is far simpler and more cost-effective: play more classical music and contemporary jazz. In essence, elevator music!
It is a proven fact that if the music is too loud, you are too old. It is also a proven fact that if the music is "uncool," you're too young!
Malls, shopping centers and other venues around the United States use soothing music to create a calm and pleasant atmosphere where guests feel at ease. Increasing the volume of soothing music essentially would drive away the loiterers.
Loiterers don't spend money, but shoppers do. A motivated shopper isn't standing around listening to music; he or she is spending hard-earned money.
