Why single out Gadsden district?

Is it that Gadsden/San Luis buys a copious amount of newspapers or what?
It is funny how the July 8 front page headline for the Gadsden Elementary School District's former superintendent said, "Former Gadsden elementary superintendent has ties to sex industry in Thailand."
This could also have said “Former Yuma Union High School District or Somerton governing board member."
