Looking for help with ‘Kaps for Kids'

I am a member of Barbel Base, United States Submarine Veterans Inc. We meet at American Legion Post 19 here in Yuma.
Our organization has a program called “Kaps for Kids.” It is primarily directed to children undergoing chemotherapy treatment for cancer, bur we have expanded it to include any hospitalized child. We offer a cap with the submariner dolphins, designating the child as an honorary submariner, a certificate and encouragement.
We have been somewhat frustrated in our attempts to do this because of health privacy laws. We have made very few contacts with children.
