Who gave order to ‘stand down'?

What I want to know is WHO gave the order to "stand down" to the people attempting to defend Americans in Benghazi? I believe that whoever "originated" that order should be immediately relieved of command, whatever that command may be.

He should also suffer a dishonorable discharge if he is in the military, or immediate termination of whatever civilian position he may have and join the ranks of disgraced civilians.

I also believe the American public has a right to know who it is.
