Weather restrictions on controlled burns?

Are there any weather restrictions on when controlled burns can take place? The other morning the air in Yuma Valley was especially bad.

You wouldn’t think they would be allowed when there is a strong inversion and little wind to break it up.

Those of us with compromised respiratory systems are suffering.
