Why was Shooter issue claimed late?

It's interesting how people process information. When I read the article about State Sen. Don Shooter possibly living outside his district, I had a question.

It was if he did and the Democrat Party had suspected this for months and demonstrated this by following him and searching his garbage for many weeks, why did they wait until after the primary to call attention to their concerns?

Could it be they wanted to cause confusion?
