Javier Arellano watches as his wife Minerva pins on the badge he will wear as newly appointed commander of the San Luis Police Department, shortly after Arellano took his oath of office in a recent ceremony before the city council. Arellano, a 17-year veteran of the department, was named earlier this month to the position of second-in-command of the department, succeeding Arturo Ramos, who is now the department's police chief.
